SCHOOL BOARD
MEETING
January
14, 2008
The Guymon Board of Education held a
regular meeting on Monday, January 14, 2008 at the J. H. Science Annex.
In the absence of President Dahl,
Vice-President Hernandez called the meeting to order at 7:02 p.m. Elvia
Hernandez, Mitzi Dain, Dana Lutz, and Kevin Breuer were present. Superintendent
Doug Melton, Assistant Superintendent Mike Parkhurst, Director of Curriculum
Kenny Mason, Sue Darnell, Minutes Clerk, principals and guests were also
present.
Hernandez requested a motion to convene in
Room 15 of the JH Building. Dain made a motion to convene to Room 15,
seconded by Lutz. Motion carried 4-0.
Hernandez
requested approval of the minutes of the Board Meeting of December 10, 2007 and
Special Board Meeting on January 8, 2008. Lutz made a motion to approve the
minutes, seconded by Breuer. Motion carried 4-0.
Mrs. Smith
presented several of her 2nd grade students who performed different
country/western dances. Melton presented Certificates to the board members from
OSSBA for School Board Recognition Month.
Dain made a
motion to approve the Consent Agenda with declaration of surplus of two jammers
from the JH Weight Room, seconded by Lutz. Motion carried 4-0.
Melton
presented the encumbrances and discussion followed. Breuer made a motion to
approve the encumbrances as listed, Dain seconded. Motion carried 4-0.
Melton
presented the Superintendent’s Financial Reports. Lutz moved to approve
the Financial Reports, seconded by Breuer. Motion carried 4-0.
Melton
stated they received three applications for the second Resource Officer.
Melton thanked the Sheriff’s Department for their donation of a police car and
for a donation of $15,000.00 from the DA’s office. They have sprayed the
classrooms where MRSA Bacteria was found and the importance of washing hands to
prevent the spread. He reviewed the need to replace the roof of the JH and
swamp cooler to alleviate the cause of the Black Mold. They did additional
testing and are awaiting the results. Melton explained that the Office of Civil
Rights had found that the schools were doing a good job with the ELL/Special Ed
Students but that the tracking was bad and needed improvement He will present a
plan for improvement with dates at the next board meeting. Parkhurst reported
on conferences that were coming up for the teachers. He also reported the
enrollment is 2468. Mason reported on the National Board Certification for
teachers and that there would be $5,000.00 a year stipend for 10 years to all
that were Board Certified. The cost is $2500.00 per person and that there are
scholarships available. He said that there were several Guymon teachers that
were interested in going through the program. Mason recognized Jeremy Ralstin,
who is landscaping the Administration Building for his Eagle Scout Badge.
Melton explained that Academy and NE Certified Personnel would receive a
monetary bonus, because of the Academic Achievement Award that they received.
Breuer moved to approve the Superintendent’s General Information Report,
seconded by Lutz. Motion carried 4-0.
Dain moved
to approve the FFA hosting an event on Wednesday night, seconded by Lutz.
Motion carried 4-0.
No action
was taken on the Alma Folklorica Dancers practice on Sunday morning.
Breuer moved
to give authority to the Superintendent to accept quotes on the JH roof,
seconded by Lutz. Motion carried 4-0.
Lutz moved
to adjourn to Executive Session, seconded by Dain. Motion carried 4-0.
Board went into Executive Session at 8:22. Dain made a motion to return
from Executive Session to Regular Session at 9:25, seconded by Lutz. Motion
carried 4-0. Breuer explained the reason for the Executive Session was to
discuss resignations, hiring of certified personnel, non-certified personnel,
student related actions, other personnel actions, attorney-client information
and consultation, and/or issues related to security and acts of terrorism for
the 2007-2008 school years. Those present were Elvia Hernandez, Mitzi Dain,
Dana Lutz, Kevin Breuer, Jason Watkins, Claudia Winters, Jeff Funk, Student,
Guardian, Guardian Interpreter, Norma Gonzalez and Doug Melton.
Dain made a
motion to uphold the suspension of student in the first hearing, seconded by
Lutz. Motion carried 4-0.
Lutz moved
to adjourn to Executive Session, seconded by Breuer. Motion carried 4-0. Board went into Executive Session at 9:26. Dain
made a motion to return from Executive Session to Regular Session at 10:02,
seconded by Lutz. Motion carried 4-0. Breuer explained the reason for the
Executive Session was to discuss resignations, hiring of certified personnel,
non-certified personnel, student related actions, other personnel actions,
attorney-client information and consultation, and/or issues related to security
and acts of terrorism for the 2007-2008 school years. Those present were Elvia
Hernandez, Mitzi Dain, Dana Lutz, Kevin Breuer, Claudia Winters, Jeff Funk, Read
Barby, Student, Guardian and Mr. Melton.
Lutz made a
motion to uphold the suspension of student in the second hearing, seconded by
Dain. Motion carried 4-0.
Dain moved
to adjourn to Executive Session, seconded by Lutz. Motion carried 4-0. Board went into Executive Session at 10:05.
Dain made a motion to return from Executive Session to Regular Session at 10:53,
seconded by Lutz. Motion carried 4-0. Melton explained the reason for the
Executive Session was to discuss resignations, hiring of certified personnel,
non-certified personnel, student related actions, other personnel actions,
attorney-client information and consultation, and/or issues related to security
and acts of terrorism for the 2007-2008 and 2008-2009 school years. Those
present were Elvia Hernandez, Mitzi Dain, Dana Lutz, Kevin Breuer and Mr.
Melton.
Melton added
Nicole Wattier as the 2nd School Resource Officer. Dain moved to
the hiring of Tracie Grunewald-add 2/7 HS Math; Jim Short-2/7 Special Ed HS;
Jessica Jacobs/HS Receptionist and Nicole Wattier/2nd School Resource
Officer; Mike Parkhurst/Assistant Superintendent; Kenny Mason; Director of
Curriculum and Testing; the approval of the Superintendent Contract and the
resignation of Gidget Ledbetter/Food Service. Motion seconded by Lutz. Motion
carried 4-0.
Breuer made a motion to adjourn, seconded
by Lutz. Motion carried 4-0 and the meeting was adjourned at 10:54. |
